Penelope Ann « Penny » Fuller est une actrice américaine. Elle a reçu deux nominations aux Tony Awards pour ses performances à Broadway : pour Applause et The Dinner Party. Pour ses performances télévisuelles, Fuller a reçu six nominations aux Emmy Awards, remportant une fois, en 1982, pour avoir interprété Madge Kendal dans The Elephant Man.
